Affordability of County government

Concerned Citizens reviews new County Projects, whether funded by municipal taxes or user fees, for affordability by County citizens.

1. Have viable alternatives been considered?

  • Input from independent experts.
  • In-house vs outsourcing.
  • Traditional vs emerging technologies.

2. Has the project been properly costed?

  • All cost elements considered?
  • Prudent assumptions?
  • Appropriate recognition of trends - e.g. growth?

3. Has the optimal price been obtained?

  • At least 3 competitive bids?
  • Controls on cost plus arrangements?

4. Is the funding method sound and equitable?

  • Who should pay?
  • Over what period of time?
  • By taxes or user fees?
  • Cost to residents over time.
  • Balance among sub-groups?

5. Have residents been properly informed?

  • Initial increase in taxes, rates, fees.
  • Increases expected over time.

6. Have financial risks been reduced to within acceptable limits?

  • Reliance on parties having a conflict of interest?
  • Cost plus arrangements -- incentives and penalties?

7. Is the project good value?

  • Cost / benefit analysis or return on investment
